Position Overview:


I am currently assisting my client, a well established civil engineering and utilities contractor, in the recruitment of an experienced HSQE Manager to join their team.

This is a permanent role, which will involve working for my client directly on a permanent basis, this is not an agency or short term role. I am assisting my client in finding suitable candidates to work for them directly.

The successful candidate will report to the Head of HSQE and will be responsible for overseeing and managing Health & Safety, Quality and Environmental requirements across a portfolio of civil engineering and utilities projects.

This role will involve managing a team of HSQE professionals and working closely with project teams, delivery teams, clients and senior management to ensure strong HSQE performance across the business.

Candidates must have strong Irish construction, civil engineering or utilities experience and must be willing to be office based with site visits as required 5 days per week.

Responsibilities:


• Act as the main point of contact for HSQE matters across your area of responsibility.
• Manage, support and develop a team of HSQE professionals.
• Ensure the Integrated Management System is implemented, monitored and maintained across projects.
• Ensure accurate monthly reporting of HSQE data, KPIs, trends and performance to the business and clients.
• Work closely with Contract Managers, Project Managers, construction delivery teams and clients.
• Ensure Construction Stage Management Plans, including PSHP, CSSHP, QMP and CEMP, are developed, implemented and monitored.
• Provide advice, guidance and training on high-risk activities to operations teams and subcontractors.
• Develop and maintain training matrices for project personnel.
• Ensure all employee training certificates and compliance records are kept up to date.
• Lead and support incident and utility strike investigations.
• Ensure incident reports are completed and actions are tracked to close-out.
• Ensure all personnel and subcontractors receive the relevant induction.
• Arrange standdowns, toolbox talks and HSQE initiatives in line with company and client requirements.
• Participate in client HSQE site visits, audits and meetings.
• Promote positive safety engagement and hazard reporting across projects.
• Ensure audits are carried out efficiently and corrective actions are closed out in a timely manner.

Requirements:


• Relevant Health & Safety qualification, Diploma, Degree or equivalent.
• Minimum 7 to 10 years’ experience in an HSQE management role.
• Strong Irish construction, civil engineering or utilities experience is highly desirable.
• Previous experience managing or mentoring HSQE Advisors or safety teams.
• Strong understanding of Irish health and safety legislation and construction safety requirements.
• Experience with audits, inspections, incident investigations, RAMS, safety reporting and management systems.
• Strong technical and analytical skills.
• Proven report writing ability.
• Excellent communication and stakeholder management skills.
• Ability to work independently and collaboratively across multidisciplinary teams.
• Strong IT skills, including MS Office, Excel and PowerPoint.
• Full clean driving licence is essential.
• Valid Safe Pass is required for site visits.
